Eleanor is committed to driving investment to make sustainable, innovative and inclusive places.

Her expertise is in working in long-term embedded roles to distil a strategic vision, identify levers needed to make it reality, and then drive delivery in complex policy and operating environments.

Over the last two years Eleanor has managed our work to secure new fiscal levers and funding for the West Midlands: defining a new approach and set of development interventions for East Birmingham North Solihull, securing a locally led Business Rate Retention mechanism for the area; and helping to design the region’s Investment Zone. She previously helped develop a Vision 2050 for Cambridge Biomedical Campus, bringing together economic evidence, a new governance model, and work with landowners and the planning authority to promote release of land from greenbelt for campus expansion.

Eleanor has led work with a number of places to develop investment approaches: an Infrastructure Investment Framework for London Councils; an Investment Strategy for the new North East CA; and advice to Camden Council on infrastructure investment options for Euston area regeneration.

Eleanor previously completed her MSc in Local Economic Development at the London School of Economics.
